Dr. Bales is the Acting Associate Director for Water at the U.S. Geological Survey ( USGS ) . His research concentrate especially on water resources , hazards , and quality . He also co - moderate the White House Office of Science and Technology Policy Subcommittee on Water Availability and Quality .
